This case is overall very protective. Although, once I was in the mall and I dropped my iPod in the case and the lock button permanently stopped working. So I don't know if you are bad about dropping your iPod, but if you are, you might wanna reconsider this case.
Pros: Durable, protective, not bulky
Cons: may tear easily on the sides., dirties up quick

Does the case have the same felt interior lining that the defender for the iPhone 4g has?

Does the Defender series have Silicone plugs at the bottom of the case for the ports like the Commuter series does?

Yes. It's the same.

If I already have a screen protector would I haft to take it off because the case comes with a screen protector

You won't need one because the case has once built in. But you can leave it on if you prefer. It would probably be better to take it off though.
